Have you checked fuses and relays first? The ECM on this model only gets a signal from the A/C system that it is turned on so it can adjust idle and fuel mixture for the increased engine load, it does not turn on the A/C. Depending on the build date this vehicle may have a BCM now that will control all the accessories including the A/C. A scanner with live data capabilities will show you if the system is actually getting and sending signals for A/C activation.
