Question type: Maintenance & Repair

After research I have came to the
conclusion that the check engine is giving
off code po480. Which also reads fan#1.
But reading into it I have also seen that
pretty much all three relays link in some
way or another. I also would like to test the
pigtails attached to the fans themselves. I
need to know what tool I would need to
check these parts to pinpoint exact
problem.
