on my 2000 f-150 i have a no crank no start problem need help please

with key turned completely to start position I have 12.6v at bottom post and small s or start cable but not at top or upper post even when jumping both these together all I get is the clicking noise from the new strtr and solenoid and relay on firewall ,all connections both pos&neg clnd & tight any ideas?

If u have voltage at both, starter battery and s terminals, u have a bad starter or a bad or dirty negative cable
