My High mount brake light stays on but my brake lights and rear turn signals won't come on.

Have replaced bulbs, fuses and now the brake light switch. when i pressed the brake light
switch the high mount turns OFF, and brake lights still don't come on.

You seem to have a wiring problem. Perhaps the wires are crossed somewhere. Check the grounding wires on the rear lights. Check the connections on the sensor on the brake peddle.
