With my 1994 F150 302 v8, it was the bypass valve, near the intake manifold. Started out revving up high then nearly stalling on first start then evening out after warming up, went to clean it, and had to keep foot on gas afterwards to keep it running without having to touch gas. Easy to replace and reach. Since the 99 is a different engine, it may be different fix but try for that, shouldn't be too much different.
