Is this a short in wiring?

I have a 96 f150, one day my cluster was lit up next day it
wasnt and have no tail lamps, the second i put a fuze in it
blows, i put a 20 A in just to see, it held for about 5 mins
and blew previous owners mounted trailer light connectors
and theres a couple extra wires just hanging, DOES THIS
SOUND LIKE A SHORT FROM FUZE BOX, and what measurs
do i take?

That sounds like a rat's nest of wiring, you obviously have a short to ground somewhere and it's blowing the fuse because of it. If previous owner butchered up the wiring that bad, you may want to look through the local salvage yards or pull a parts and find a used body harness to swap into your truck.
