First thing you have to do is find out what devices fuse # 18 controls, find the short, then repair it. As for the speedo/odometer, there is a tiny worm gear made of plastic which often goes bad. They can be purchased for about six bucks but the speedo will have to be re-calibrated once the gear is replaced, if the gear is the problem. You can remove the cluster, unplug the harness and see if it blows again when key is turned. If it doesn't blow, you probably have a short in the cluster.
