Sometimes my 1994 F150 won't start until I push the little valve stem in the gas line> What is the purpose of the valve stem?

I have a problem starting my 1994 Ford F150 sometimes. It will turn over but will not start. I can take the cap off the little valve stem in the fuel line and release a little gas and it will start.

Last time that happened to me the fuel pressure was so low the heat from the engine made the fuel vaporize in the line. Pressing the Schrader valve brought some liquid fuel and it was able to run for a little before dyeing again
