1991 F-150 4x4 5.0 dual tank wont start, the fuel pump is whining when and if the fuel quits whinning then it will start.

1991 F-150 4x4 5.0 dual tank wont start, the fuel pump is whining when and if the fuel quits whinning then it will start.
It is trying to prime the gas to start, but wont start??
Replaced the fuel pump relay & pressure valve on the rails.

Try bypassing the fuel tank switching valve if it works replace the valve. Also....are you sure you have gas?
