Check the fuel pump fuse and also for any blown fuses. So I am going to assume you used an arc welder, so did you disconnect the battery before welding on the bracket? If not, some of the systems are still in KAM mode and an arc welder can damage those systems. You may have more problems after you get the fuel pump running. Try this: spray a little starting fluid down the intake while cranking, if it fire and runs even briefly then it is fuel, if it doesn't fire it is spark.

used a mig welder. all i did was tack it in place.i checked the pump fuse and it was good. thank you and if you have any other ideas please let me know. im going to try the starting fluid now.
