4x4 not working

2000 Ford f250 gas. I'm stuck right now and my
front diff is not engaging. Just got this truck. 4x4
lights work when I hit the switch on the dash and I
can hear the transfer case switching. But the front
wheels are not turning.

Hubs they work off vacuum when you hit the dash button it activates the lines that r rubber and tranny to suck in the hubs and lock in 4x4 front diff.

    The 4x4 doesn't stay on when turned on all the time. It'll fluctuate on and off. The lite on the dash is on when turned to 4x4

    I have a 2000 SD with manual t case and manual hubs. I just switched out the factory plastic hubs with WARN hubs. I engage the T-case but front wheels will not spin with hubs locked.
