My 04 Chevy Trailblazer is constantly blowing cold are out of the top dash vents (defrost vents) and fogging up the windshield. Air blows cold out of all other vents ok. What could this be!

vacuum controlled deflector not moving under dash, maybe lost vacuum at line to engine under hood about 1/8 inch from manifold to in thru firewall
