There are 2 way I know of,very good dental picks to fish out thye broken off key,if thats what it is,or drill it out to get to on position,and remove lock cyl assy and replace,most cars lock cyls. come out at this position,if you can turn it there it should be able to be removed by pushing on release,usually visable on bottom of lock cyl/steering column assy.
