Why does my car not get warm until you start driving it?

I can turn my car on to warm up-it can be in the middle on the thermostat and you get in
and it feels like you didn't even have the heat on. Soon as you start driving you'll feel the
air coming out gradually getting Luke warm and then start to build long as your driving.
After a while of course it's got a little warmer but it's like you'll feel/hear it go up/down how
much heat is being pushed out.

does the heat get warmer when you put more pressure on the gas? if so it could quite possibly be that your heating module behind the fire wall could be clogged or not getting enough power to give you warm air but instead gives you cold air.
