Can the entire interior of the Cab FROM A 1997 TOYOTA T100, ExtCab, 4WD, V8, SR5, ... including the Dashboard w/Tilt Strg Wheel, all fundamental gauges, Front & Back seats, Door panels w/Elec windows, Trim Pieces & Moldings, etc., BE INSTALLED INTO A 2000 TOYOTA TACOMA, 4WD TRD, SR5, & with what CAB modificatons/custom body fabrication, and Electrical systems changes?

You can do anything if you have the time and Money... lot of both. Your ideas could be done; but before you get too far into the idea, start by taking measurements of ALL the interior parts, then measure the interior of the Tacoma to see how close the parts will come to fitting. Keep in mind that you will have to adapt the T100 parts to the Tacoma. There will be new brackets and attachment points to be created and fit. The electrical parts care going to need much careful engineering to fit AND be SAFE to use and drive. Study all the repair manuals for both trucks to understand how components function and fit and how you can get them to work. in their new location. Any work you are not comfortable with doing, you could hire a professional to do- likely would save you time and frustration trying to learn everything about everything. Also a last thought, is it a good idea to "back date" a 2000 model interior to a 1997? Could not the Tacoma interior be up graded using its parts , much easer and more cost effectively (cheaper) using after market parts? You will have to make that call---Good Luck on whatever you decide.
