I have this, but I don't know if the rotor is seized up
or I'm missing something?

YOU NEED TO PULL THE BEARINGS IT LOOKS LIKE YOU NEED A NEW ROTOR AND BEARINGS..OH AND NEW PADS.... PROBABLY THE OTHE SIDE ALSO
