Start with Freon that is the key to make it work! If its low it wont let it turn on.

If freon level is ok sounds like the high/low pressure switch is sticking or bad. This switch is usually screwed into the side of the accumulator and has two wires going to it. Sometimes you can tap on switch and if compressor starts working the switch is bad.
