what does it mean if my VSC Trac trac off and check engine light comes on

it means you have got problems and you need a technician to look at the malfunctioning automobile I would allow $350 to sort this

It means you'r up the river without a paddle, prepare yourself to be ripped off by who ever you have address this repair. Labor charges are pretty standard, they get you on 90% to 100% mark up on the parts.
