So I sent out the ecm to be repaired showing a code of p1349 .repair shop says the ecm is fine. When they test it on there rav 4 it's fine . Do you know what to make of it . I would take a look at dirty oil, have the system flushed really good and add new oil. i would also change the oil control valve and check the valve timing..
