wiring behind blank knockout 2000 rav-4

I have 3 blank knockouts to the left of my steering column,the left one has a dead  white plastic  wiring plug plugged into it , don't know where it goes, local dealer has no idea either. I would like to add fog lights ,wondering if its a power source.

The plug would be for a feature your car does not have. The knockouts are for switches. You could always buy a factory switch and then fabricate your own wiring which is easy if you know how.
