repair shop wanting to sell whole cluster for 510.00 installed is this good deal

If you want it cheaper, try Ebay, or salvage yards, then DIY for install. Honestly though that price isn't bad, considering used clusters can go for more than 100 for really common models, then have to be programmed for mileage and installed. Looking online I see used clusters for a 93 Toyota costing around 150-300. So getting one installed for 510 sounds pretty good, but again if you want it cheaper DIY.
