Battery not charging unless car is off and power steering and air conditioning belts came off

not entirely sure of the question here...are you using a battery charger? Not sure what the belts have to do with anything... sounds to me like a grounding issue...the battery negative has two connections....one to the fender/chassis...and the other to the engine/bracket....these must be free of corrosion and be able to be comfortable with 40 amps (without catching fire)~ one might remove the alternator and take it to napa for testing (free)~...then be sure the connections to the battery are solid~
