no power for anything when you turn the key. New battery with 13 volts. Ground is good. Is there a relay from the key switch?

When you turn the key the dash lights don't come on.  No power to anything.  Brand new battery 2 months ago.  13 volts on the battery.  Is there a relay that energizes when the key is turned?  It's 25 degrees in the garage.  I sprayed some lube in the key ignition in case the tumblers may be hanging up, didn't help.

I found a bad ground after all. I stripped back the wire and made a new connection it started right up.
