NO A/C when the car is not moving

Since few months back, my Corolla CE 108 (Diesel) Sedan car's Air Conditioning is not working when
the car is in idle situation for few minutes (even though Engine running). when moving AC is good. due
to this I recently changed the evaporator and cooling gas also but no change to the situation. if the
bonnet (Engine body cover) is open some times AC is working. in the early morning and late evening,
there is no AC issue. this happens only noon time. but both cooling fans are working simultaneously
and stop together for few minutes. I don't know whether one cooling fan should continuously
working under normal conditions as I remember that way. if the AC is stop working, no cool air is
coming at all. it stops like the engine is near over heating. but my temperature regulators is at the
normal level. I need to restart the car again to reactivate AC. what could be this issue? how can I
correct it?

Your fans should be running at all times when at an idle and ac is on. I would look into why they are shutting off. Possibly fan relay or fan motor bout to go out all together. Hope this helps

I would first check for a lose of voltage at the fan motor when it quits running. If voltage is present at fan motor but motor not running then bad motor or connection. If voltage is not present then check relay. Some models have similar relays in fuse box that you can swap with the fan relay to see if problem goes away with different relay installed. Trying this might keep you from buying unneeded parts.
