Why do my brake lights come on when head lights are turned on with no brake being applied?

With lights off brake lights come on and off properly with depression of brake
pedal.

I would like to work with you to figure this out. But may we begin with clarifying ... do you have auto-dusk sensing (automatic ) headlights? And also let's get this right for me, to avoid confusion. No headlights, all is well. Headlights on, brake lights come on. Along with tail lights. click for full screen

No auto lights. standard off/pkg lts/head lights. Yes, no lights selected brake lights (all three) work as you would expect. turn lights to head lights tail lights illuminate with brake bulbs also illuminated. Center brake light in rear window as illuminates.
