Cooling system isn't working in 2005 Toyota Celica

When I was on the expressway my belt came off. I had a
new belt put on but now my cooling system (air intake,
fans, and heat inside) isn't working. I believe it's sucking at
the coolant more because all that's not working. All of this
was working before I had the belt put on so I think the
mechanic did something. How can I fix this?
