I have a 1995 Celica GT the Brakes leak down when holding the pedal help.

I checked the Brake fluid it was okay pads and rotors are fine almost new. then I thought maybe air in the line I pumped the pedal with the lid of no result still the same so do you think it could be a master cylinder or a crimped line or something else any answer would be help full. Thank You
