The driver's side seat in my 2000 Camry is stuck in the 'mostly' reclined
position.  It still will recline further, move forward and backward, but will not
incline. This happened very suddenly, after I had dropped my phone between
the console and my seat and had repositioned/adjusted the seat. It was
suggested to me to lubricate or use WD-40 on the cogs as a starting point.  I
do not know the location of the cogs.  Any help, or suggestions are welcome.

Not familiar with the term ....cogs...but....the last time I had similar situation I had to remove the seat from the vehicle to find the article that was limiting the seat. I found an override screw which allowed me to manually position the seat on the track. Unsure about your make model and year. If you are inclined to attempt this repair suggest you Google the procedure.....or.....just take the vehicle in for repair. Let us know how you decide to resolve this issue.
