car not starting it is turning over for a second but then sound like something is binding it up

You going to have to have someone look at that, almost sounds like the timing is off.

Could your problem be a dead Battery? We need a voltmeter to begin diagnosis. A properly performed jump start would also help with the diagnosis. MUST BE CAREFUL. Jump start not done correctly results in big $$$$$$$ repairs.
