Car hard to start and white. Fumes coming from the taillpipei

I have a 1998 Toyota Camry and we just had
a lot of rain.is it normal for the car to have a
hard time starting and white fume to come
out of the tail pipe for a few minutes

When you say Hard .start do you mean the engine does not CRANK well like the battery is Dead? Or....the engine cranks over well but will not Fire Up....START. Any warning lights ..on or flashing?

Is your fuse cover off underneath the good or can the rain or moisture get to any eclectic components or have you recently driven through any large amount of water and did white smoke come out tailpipe before all of the rain
