I have a 1995 toyota camry that will not start

The car will not start unless I use starter
fluid the car runs perfect when using starter
fluid I replace the fuel pump and fuel filter
but it still will not start if I turn car to on
position the pump runs constantly and will
not stop it also has pressure what could
cause this? check engine light never came
on.

Try replacing your fuel pump relay. It should be clicking on when you turn the key for about 3 seconds to prime your system. If it's not getting power to prime the system, that's why your car will not start without the starting fluid. By squirting in the fluid, you are essentially priming your system.
