how do i get the car started after reinstalling the gas tank

to fix the sluggesh start and decrease power when driving, I took out the gas tank, cleaned the filter, refill the tank with gas, but the car will not start, what else can be done

Try pressing the gas pedal about half way, and cranking the motor over while holding the pedal at half (up to 3\4 is fine too). BUT, don't sit there and let it crank for more than 3 seconds at a time. The issue is air in the fuel pump. Check the fuel pump relay (circuit box under hood) also.
