93 toyota camry overheating appears the fluids are not circulating

we have replaced the thermostat and the rad cap...the fan on the drivers side is not working...and it overheats but not losing fluid?

If fluids are not circulating it's a bad water pump. I don't think it's your water pump because it would overheat in about 5 mins. If your fan is not coming on, run a hot wire from your battery to your fan. If fan doesn't run, your fan motor is shot. If fan does run with direct power, replace fan relays. If no change after replacing fan relays, replace the engine temp sensor. Here is a video that shows how to diagnose fan issues. It's on a Corolla, but same idea.
