2001 toyota 4 runner brakes locked up the other night i have changed the brake pads but now i can not get the brakes to let go so i can bleed the line step on pedal there is no fluid going through it

The brake caliper may be frozen up and need replacing, and one other thing is from age the brake hose running to the brake caliper may need replacing. The hose will break down internally not allowing the flow of brake fluid.
