1998 Toyota 4Runner Rear Window stuck

I have a 1998 Toyota 4Runner and the rear window
suddenly was rolled down a few inches and will not
roll back up. The console switch will not roll the
window up or down. This model does not have a
fob or tailgate key to control rear window
movement. I have checked the power window lock
and it is not engaged. All other power windows
(and sunroof) are functioning. The rear windshield
wiper is docked in the correct place. The
windshield wiper is not functioning either, but don't
think it would anyway since the window is rolled
down. Have tried opening and closing the tailgate
a few times as well as locking/unlocking the power
windows.  It's already snowing here (maybe the
cold has something to do with it?) so I need to get
this fixed immediately, any help would be
appreciated.

check fuses , I guess you're going to have to pull the panel and see if the motor is getting power , can you push it up by hand ? may be with help from both sides ?
