I have a 96 4Runner that has a problem with the rear tailgate window. It rolls down on its own and when I use the key or the switch by E Brake it will go up but only an inch at a time. Is this a relay switch related issue?

The window will roll down by itself every night. I went to work and by lunch the window rolled down. When I roll it up either by key or the switch by the E Brake it sometimes goes up like normal, sometimes not at all, or sometimes it goes up with a bumping motion. Last night I removed the fuse for the power windows and locks which stopped the window from going down for now.
