98 Subaru Legacy Outback 2.5 dohc auto 4 speed removed timing belt cover
and found all of this fluffy black stuff. Carbon? Oil? Soot? Any suggestions as
to what it is and what caused it? Belt is good

Could be timing belt material. I would inspect the belt and probably change it, especially if it is near the mileage where it is due.

It’s material from your timing belt itts nothing to worry about. Just change belt, tensioner, pully, and water pump every 105k.
