2002 legacy has no horsepower

I was driving in a heavy rain and suddenly
lost hp. I pulled over, turned it off and sat for
15 - 20 started up and went. It then did it
again ten minutes later, again waited and
went on, and it happened a third time. Let it
sit overnight and it started out fine, then it
started to get a loud low pitched sucking
sound and lost hp. Any ideas?
