IACV or Catalytic Converter?

How do I know if my idling problem is the IACV (threw that code when hooked to machine) or the catalytic converter that a retired mechanic suggested it could be?  I live in an extremely small town with limited mechanics and no one here just will assess the situation.  They just keep replacing things and hope it fixes it and I can not afford to do that.  The car idles very rough at standstill and when accelerating, seems to take a bit to get to speed.  Help!  I am a single parent and this is my only vehicle. I need a suggestion as to what to ask so I do not get ripped off.  Thanks.

nope, not the cat. those IACV get very dirty. carb cleaner should clean it right out. they've veryyyy expensive to replace on subarus
