What would have my car not cranking?

I have just recently had my engine, transmission, and computer replaced in my car.   But now, my car will
not crank, I had my battery check, and they sayed that it was OK.  Checked all my fuses and OK.  All the
dashboard lights is coming on, so I know the battery is charging fine.

check to make sure starter is a correctly hooked up, or b not fried and in need of replacement if the starter is fine u need to check to see if the ignition wire is sending power to the starter

Sometimes I get 6 volts and sometimes I get 12 volts. When I don't get 12 volts, it won't turn over. What do I do?
