P0481 error code 2004 pontiac grand prix

I have an error code that randomly shows up. Dealer is clueless all wiring
has been checked, computer has been replaced fuses and relays all
replaced, temp sensor replaced. Dealer had the car for over three weeks
and couldnt figure out the issue.  Cooling fan motors have been checked
high speed works when jumping and seems to not engage when outside
temp gets above  90%. Any help would be appreciated.

Assuming the dealer already did all of the diagnostic work to this point properly. The wiring for the fans run under the battery area. It's very possible that the harness could have been damaged in that area at one time or another. But corroded or damaged wiring will cause this code to come up.
