Can outside temperature affect any component of
the evap system to set off check engine light on
cold start or anytime

Outside temperature can affect almost anything electronic or mechanical. Check the gas cap first then move on to the Evap system.

The evap system diagnostic is only enabled at ambient temperatures of 40F or above. If a component went bad over the winter, it could just now be showing up due to warmer weather.
