I happen to notice a wire plugged in, and one not plugged in

I found a wire plugged in and one not plugged in under the passenger seat, the one not
plugged in I assume is the power seat wire, which the passenger side isn't power, but
what is the other wire plugged in?  it's on both sides, but it's non powered so why would
there be a wire there?  Could it be for the heated seats, and does that mean it has heated
seats just not the control to use them?
