I have a cable hanging around my battery. It has P.E.D. which makes me
assume it goes to the lights. Car runs and lights all work, Im just curious where
its home is.

Agree, it looks like a sensor cable has been disconnected. Could also be the temp sensor. Just look around the reach of the cable for the mating half.
