No that's too cold, from observing live data on a lot of vehicles I have seen that most fans turn on between 220 and 230 degrees and turn off between 200 and 210 degrees. I have also noticed that the ECT sensor and the coolant temp sender can have different readings, usually the coolant sender reads slightly hotter than the ECT sensor, the only way to see the actual engine temperature is to install a manual gauge on the engine itself so there is no outside interference. However your readings are well with the temperature range of the on/off settings.
