Doesn't sound like the hot coolant is flowing through your heater box. Check the inbound and outbound hoses, both must be hot to transfer the heat to the cabin air. Also, when the car is at operating temp, does the coolant expand to the "Full Hot" line on the overflow reservoir?
There are also vacuum operated gates in the heater ductwork that open and close when you switch from cool air to hot. If the gate remains closed no hot air will enter the car no matter how hot the cooling system is.
