how to attach exterior door panel

the exterior plastic door panels keep falling off... they appear to be 'glued' on with 3 strips of double-sided foam tape.  does anyone have any idea of how to attach these panels??

Huge problem with these cars -- all of the plastic body cladding. If they are taped on, you can get 3M Automotive Trim Adhesive tape at an auto parts store, carefully remove the old tape, and put new on. That stuff sticks like nobody's business. I would be surprised if you had any more problems after replacing the tape.
