What are some things that can give a 97
Grand Prix GT more speed/power and
make it louder?

A cold air intake, if you can find one to fit your car will add some horsepower, improve the sound or your engine a little and is inexpensive and easy to install. Any good muffler shop can upgrade your exhaust for a better and louder sound.
