1997 Pontiac electrical

I have a 1997 grandprix gt that is acting up.
When I connect battery fuel pump fuse, IAC
valve  click continusly no window radio
locks shift indicator lights or furl pump.
When battery connected key off  instrument
panel lights up but dim and flickers like
relay click. Cars been sitting had windows
cracked but worked fine before... Any ideas!
