blinkers won't work changed flasher relay front turn signal bulbs every once in a while the flasher will make the ticking noise then stops doesn't show up on my dash or flash on the outside

I think it's either a bad ground or a short
please let me know what I can do or if I can
wire it up with jumpers

Is there anyway I can wire up toggle switches and a flasher relay to make them work
